OPRD – Labor Management Committee (LMC)
January 11, 2012 @ State Fair, Hart of the Garden

Management representatives attending were Steve Janiszewski, Sheri Miller, Rebecca Jasso and Tasha Petersen. Absent was Ann Madsen.

Labor representatives attending were Joe Bubier, Barb Lakey, Steve Hernandez and Bobbie Muncrief (SEIU Organizer). Absent was Peggy Rinck.
Steve H. is the facilitator today; Rebecca is taking notes.

Agenda item 1. Work Schedules:
Schedules should be posted and accurate. If there is a change there is supposed to be a notice posted 7 days in advance (employer change not employee request). An example of a concern that was raised for HQ schedule is 8-5 employee comes in at 8 turns on their computer and then at 8:15 goes out to get coffee. Fairness, boots on the ground, when you are scheduled you need to be at your desk. Use sign out boards and have schedules posted.
-Operational Need – question asked at what point is this being abused? When is it an arbitrary decision? Justification? (Justifiable vs. Arbitrary) A conversation between staff, crew and manager needs to happen if it comes up a lot. Management talking about how to handle budget cuts, reduced staff, reduced services. Weekly crew meetings important to keep everyone informed. Is management talking span of control? Operational need is different need to look at the position. Front desk reception 8-5 versus someone in another unit can work an alternative schedule.

What is the interest on this topic? Pressure on everyone to work with less – communication needs to be clear and frequent. People coming in to HQ need to know where to look to see if people are there and to be respectful of others. How do we make recommendations? Accountability and consistency is important. February meeting we will draft our recommendation.

Agenda item 2. Ranger Supervisor Role:
Working supervisor’s with additional duties. They should be working out in the Park with staff learning the functions, filling in for rangers. The draft roles document from the Valleys Region was reviewed. Ranger Supervisors are assistants to the Park Manager. They are working supervisors. Some are not doing supervisory duties and they should be some are still rangers and doing represented work. Need consistency on security, who’s responsible for rev and expenditures. Training, staffing needs may have an impact on who has what security. Confusing on who to contact PM or PRS sometime just go down the list see who has the answer. Location has a lot to do with the amount of responsibility. If PM not located at the park the PRS may need to be in the office more and have more responsibility.

Assignment of duties not always clear do they go to PM or PRS. Sometimes the PRS assigns work and the PM comes along and changes priorities. The PM and PRS need to be on the same page. Good communication is important. It is also important to say if something isn’t working. The crew won’t bring up they are afraid of repercussions. Need to take to Ops Manager and Region Managers to communicate from the top down. Region Mgrs. need to be aware that there is an issue.
Communicate to John & Tim the possibility of doing a Survey Monkey on the roles of the PRS.

Agenda Item 3 Update on SB2020:
Management service supervisory to represented ration 1 to 10 currently all FTE includes seasonals.
All management services (incl non-supervisory) ratio 1 to 8.
With seasonals returning later and leaving earlier (shorter season) creates a problem when management is having to do represented work. Remote areas will have an impact on ratio. Discussed the typical seasonal hiring (March – June).

Agenda Item 4 New Business:
Question came up on whether this was for AEE also? Tasha has regular meetings with their shop steward.

Action Items:
Tasha will talk with Tim and John on the need for a survey monkey for the Ranger Supervisor role.
Next meeting bring questions for the Survey Monkey and our goals for the survey.
